I immediately thought of Pozzo & Lucky, master and slave tied to a rope in the Beckett play. But the hooded figure here is a girl and off-camera there is another female with a camera. I assume students on some sort of school photo project.

Interesting that her chain is not attached to the chain on the suitcase.

Yes, I noticed that. The other female taking pictures was positioned behind the suitcase and the chain’s lack of connection probably was not visible to her, and maybe therefore didn’t matter.
